Fisheries allocations for socioeconomic development: Lessons learned from the Western Alaska Community Development Quota (CDQ) program
Abstract
This paper presents an institutional analysis of the Western Alaska CDQ Program.
Lessons learned for a CDQ-type program in the Arctic and elsewhere are presented.
Allocations amongst CDQ groups should be stable, transparent and equitable.
Evaluations of CDQ-type groups should be evolutionary and contextual.
Residents should continually inform the groups' objectives and development strategies.
